The National Council of policies against poverty and social exclusion published on its website Commenting on the preparation and content of this law:

"If one word would sum up the parliamentary debates preceding the passing of Law No. 2002.2 of January 2, 2002, that would be the term" consensus ".

Behind this text emerges a real commitment to maximum individualization of actions from the beneficiaries.

The law is divided into four areas:

1st axis : Affirm and promote the rights of beneficiaries and their families, affirming the right of users in terms of better recognition of the citizen subject, defining the rights and freedoms of users of social and medico industries.

2nd axis : Expanding the mission of social action and medico-social interventions and diversify the facilities and services; characterize the major principles of social and medico-social and focus on the two principles that should guide action: respect for the equal dignity of all and equal access throughout.

3rd axis : Improving the technical procedures for controlling the device, strengthen regulation and cooperation of decision makers and actors, and a more transparent in their relationships with operators.

4th axis: all facilities and services are subject to an assessment procedure. They must practice self-evaluation every 5 years and an external evaluation every 7 years. "
