The main objective is to provide support to the staff of the Ariège Department in charge of early childhood. This staff provides support to children with special educational needs (disabled children or not). This device aims to prevent early disorders, and to provide support from the youngest age.


Context

The Palanqueto programme exists since December 2011. It was designed and created by the "Pep 09" (association) and funded as a call for projects of the French National Fund for Family Allowances (Caisse Nationale des Allocations Familiales). This programme was coordinated and coordinated initially by a special education teacher who had long exercised in a  Medical Centre of Early Intervention (Centre Médical d'Accueil Précoce) C. Desarnaud. Currently and since September 2014, I coordinate the device.
The device was born from the idea of creating within our territory, a point of reference, a resource center for young children with disabilities. In this context, the special education teacher of the programme visited regularly the point of reference : the childcare center . Quickly, the device had to evolve into a broader and diversified intervention to meet the needs of the staff of the early childhood Department often lacking of tools to provide support to children with difficulties and in need of a more specific .

In fact, it seemed more appropriate to create an itinerant programme wich could move within the 'childhood' structures of the Department and which could meet more easily the demands and needs of teams sometimes isolated on the  territory (our territory  is sparsely populated and quite extensive).
The programme is part of the network "p'tits pep", which is a national network which provides servicces for early childhood , offers thematic days, creates tools for professionals to improve the support provided to young children.

Goals of the programme


The main objective of the system is to provide support to the staff of the Department (early chlidhood professionnals) to improve the support they provide to a chlid with special education needs.
This device aims a preventing early disorders, and to facilitate early intervention.
In this context, I work with nurseries and chlidcare centers of the Department depending on the request of the teams. In General, my help is requested for children who have between 3 months to 4 years with various disorders, mainly behavioral, emotional and  relational problems, as well as children with 'signs' of pervasive developmental disorders (PDD).

The operation of the device

Concretely, my intervention consists, on the one hand to listen to the teams and their difficulties in the the support provided to such children, in the observation of the child to see how he behaves. Then we cross my observations with those of the team in order to find all potential 'solutions' to improve the support provided to the child. I also meet the parents of the children. It is important to involve parents in this process. They can help us understand better their child and conversely they may need a space to express the difficulties they encounter in daily life with their child. They need to be supported and accompanied by when they are weakened and affected by the behaviour of their child. We intend to provide joint support to the child, and to be aware that we professionals and parents have a lot to win and to learn by working toghether.
Working in partnership with parents is pretty easy although some parents can sometimes emit resistances to meet me but this is quite rare. It is about respecting their temporality.
The device is also trying to work with all types of professionals which provide early intervention to the child in a partnership/network approach, but it is sometimes difficult to get to meet each other. The reasons are often organizational or are simply a matter of habit.

Evaluation, lessons

Today, with respect to the device, the work within partnership exists but it remains difficult to build and to maintain. It is one of my goals for the year 2015-2016. I think that a job might be possible with other actors of the territory.


We are also reflecting on the relevance of work in connection with the nursery school but we don't know yet how to create the partnership and if this could be possible. The device as it is currently was indeed thought for children who are taken in charge by an early child care centres (établissements d'accueil du jeune enfant).
 

The use of the device by an increasing number of child care centres on the Department demonstrates the interest and the relevance of this type of project. The staff recognizes that working within our programme allows them to break with a certain isolation, to change the way they look at the child, to be more neutral, to have an external opinion and thus, take some distance from some situations and to breathe a little bit... In addition, since the device exists, a number of children of the Department could be oriented and receive early support within the Medical center of early intervention which seems to me to be very positive for them!
